Since the U.S.-led invasion in 2003, voter turnout has gradually decreased in each election (70 percent in the first election to 44.5 percent in the latest election). What hasn’t changed, for the most part, are the political lists and parties that compete. In 2018, many of the same leaders or coalitions faced a hard sell in promising systematic change. Many Iraqis were discouraged. They did not believe that the corrupt leaders were willing or able to fight corruption. More generally, there was a belief that elections and the subsequent government formation process would not yield change.

Sadrs sejr skyldes blot at hans parti kunne mobiliserer det samme antal vælgere som i forrige valg.

Sadr’s Sairoon coalition drew its support from a loyal base and this protest movement, so it was not affected by the low turnout. In fact, Sadr’s coalition won roughly the same number of votes as it had in the 2014 election, but gained some 20 seats this time. Sadr’s opponents, particularly Abadi and his predecessor as prime minister, Nouri al-Maliki, were more affected by the boycott. Their pre-election maneuverings, such as a short-lived agreement in January between Abadi and Ameri to run as a single electoral bloc, could not convince voters that they were serious about political change.

Beyond Sadr’s loyal base of followers, his coalition’s strategy to mobilize voters helps explain its surprising victory. It positioned itself as the only electoral list that could bridge the gap between Iraqi citizens and Baghdad elites. To prove that he was serious about change, Sadr put forward the highest number of new and non-establishment candidates, who were selected on the basis of popularity in their own neighborhoods, rather than through elite connections, patronage, or the familiar identity-based calculations that have dominated Iraqi politics since 2003. Abadi, by contrast, focused on a cross-sectarian list but employed more elite candidates, including former and current ministers, in an election when Iraqis were more interested in the gap between ruler and ruled.

Damaskus er nu jihadi-fri. De sidste rester af IS har sagt ja til at rejse til Idlib og har forladt byen. Republikanergarden kan nu sendes andre steder hen. Måske sydpå?

The commitment of Iraqi parties to elections is not so much an outcome of their internalization of democratic values as their inability to singlehandedly dominate the system through other means. Rationally, participating in elections continues to be less costly than not. But this is hardly a stable formula on which democracy can flourish, especially in a context where elections are used to reproduce the dominance of patrimonial and deeply undemocratic actors and where independent institutions tasked with rule-making and monitoring are politicized or deprived of their authority. Similarly, the fact that Iraq has not seen a military coup can be mainly attributed to the weakness of Iraqi military vis-a-vis paramilitary groups, rather than the normalization of the separation between the military and civil domains.

Iraq’s road to democracy is still long, and while this election could be seen as a step forward, it has also underlined the fragilities and setbacks that might result in further disillusionment with the formula of “election without change,” or a full regression to non-democratic means when the delicate balance on which the electoral process is grounded will significantly change. It is still too early to celebrate an Iraqi democracy.
